أثر التكنولوجيا الرقمية على الدبلوماسية: دراسة تحليلية للدبلوماسية الرقمية في سياق الأزمات الدولية-أزمة كورونا-

الملخص
تستكشف هذه الدراسة مفهوم الدبلوماسية الرقمية التي برزت كأداة حيوية في العلاقات الدولية المعاصرة خاصة في أوقات الأزمات والتي تعتمد بالأساس على الأدوات الرقمية ووسائل التواصل الاجتماعي لتسهيل التواصل بين الدول والمجتمعات، وتهدف الدراسة إلى تحليل طبيعة الدبلوماسية الرقمية، وكيف أثرت على ممارسات الدبلوماسية خاصة أثناء الأزمات مع التركيز على أزمة كورونا كنموذج، كما تسعى الدراسة للإجابة عن التساؤل الرئيسي حول تأثير التكنولوجيا الرقمية على الدبلوماسية وأبرز التحولات التي أحدثتها من خلال طرح تساؤلات فرعية حول مفاهيمها، أبعادها وأدوارها في الأزمات، وتفترض الدراسة أن الدبلوماسية الرقمية مزيج من الاستمرارية والتغيير بحيث تساهم في تمكين الدبلوماسية أثناء الأزمات وأن أزمة كورونا سرعت في استخدامها، وقد اعتمدت الدراسة على المنهج التحليلي الوصفي مع تحليل الدراسات السابقة ومصادر المعلومات المتنوعة وخلصت في الأخير إلى أن الدبلوماسية الرقمية هي تطور للدبلوماسية التقليدية مع إعادة هيكلة العلاقات الدولية وتأثيرها الكبير في إدارة الأزمات. This study explores the concept of digital diplomacy, which has emerged as a vital tool in contemporary international relations, particularly during times of crisis. It relies primarily on digital tools and social media to facilitate communication between states and societies. The study aims to analyze the nature of digital diplomacy and how it has affected diplomatic practices, especially during crises, focusing on the Coronavirus pandemic as a case study. Furthermore, the study seeks to answer the main question regarding the impact of digital technology on diplomacy and the most significant transformations it has brought about. This will be achieved by raising subsidiary questions about its concepts, dimensions, and roles in crises. The study posits that digital diplomacy is a blend of continuity and change, contributing to the empowerment of diplomacy during crises, and that the Coronavirus crisis accelerated its adoption. The study employs a descriptive analytical approach, along with the analysis of previous studies and diverse sources of information. It concludes that digital diplomacy is an evolution of traditional diplomacy, leading to a restructuring of international relations and having a significant impact on crisis management.
