Since the collapse of the USSR in 1991, Turkey has shown a keen interest in Central Asia where it is planning to federate under its leadership the Turkish-speaking peoples of this region. This approach did not have the expected echo in the new republics, which were primarily anxious to affirm their national identity and wary of a new big brother who was considered too enterprising. Since then, the geopolitical context has changed profoundly and the Central Asian capitals are more receptive to cooperation with Turkey, which wants to rise to the level of China and Russia. But the circumstances both at the level of the international and internal system offered an opportunity for Turkey to pursue a special relationship with the Turkish peoples.
