قراءة في مفاهيم الحرب الناعمة لجوزيف ناي في كتابة القوى الناعمة A Reading Of The Concepts Of Soft War By Joseph Nye In Writing Soft Power

الملخص
ان المفهوم الذي استخدمه( ناي) عام(1990) اصبح اكثر أهمية لمتطلبات العصر والنظام العالمي وأضاف للدول شريعة استخدامها بإرادتها الحرة لأهميتها، ولان مفهوم السلطة مازال محل خلاف في مجمل الأفكار الأساسية للعلوم الاجتماعية، لا يوجد تعريف مقبول على حد قول جوزيف ناي هناك من ذهب الى تعريفها بانها القدرة على احداث التغيير او مقاومته او انه القدرة على الحصول على ما تريد أما جوزيف فانه يحدد التعريف بانها القدرة على القيام بالأشياء والحصول على النتائج التي يريدها المرء ومفهوم القوة الناعمة، تضفي بعداً مختلفاً على مصادر القوة الكلاسيكية، كنوع من الدليل الارشادي لكل دولة راغبة بالاحتفاظ بالسلطة بين يديها ، فما زال النقاش بين خبراء العلاقات الدولية حول مساهمة القوة الناعمة والذي يمكن ان تقدمه الى السياسة الخارجية، مع النظر الى ان هناك ممارسات سابقة صاغت هذا المصطلح بالرغم من حداثته الا ان السلوك الذي يشير اليه قديم قدم تاريخ البشرية( مفهوم القوة الناعمة كان جزءاً اساسياً في التفكير العسكري في الصين لأكثر من 2000 عام، وهي كانت تستخدم الحيل في آليات عمل الحرب، والقيادة الأخلاقية التي تعود الى الكونفوشية مع جملة من المعايير الأخلاقية . The concept used by Nye in 1990 has become more important for the requirements of the era and the global system and added to the states the law of using it with their free will for its importance, and because the concept of power is still controversial in the overall basic ideas of social sciences, there is no acceptable definition, according to Joseph Nye. Some have defined it as the ability to bring about change or resist it or the ability to get what you want, but Joseph defines the definition as the ability to do things and get the results you want. The concept of soft power adds a different dimension to the classical sources of power, as a kind of guide for every state wishing to retain power in its hands. The debate is still ongoing among international relations experts about the contribution of soft power that it can provide to foreign policy, considering that there are previous practices that coined this term, despite its modernity, the behavior it refers to is as old as human history (the concept of soft power was an essential part of military thinking in China for more than 2000 years, and it used tricks in the mechanisms of warfare, and moral leadership that goes back to Confucianism with a set of standards Ethic
