ظاهرة الفساد السياسي بين تعدد المفاهيم وتنوع المقاربات وضرورة المعالجة

الملخص
ملخص: تهدف هذه الدّراسة تحليل وتفسير ظاهرة الفساد وفق التأصيل النّظري للظّاهرة واستعراض مختلف الرؤى القانونية للهيئات الدولية والوطنية في تشخيصها للفساد ، كما نتطرق ايضا الى ابراز اسباب ومظاهر الفساد بالاعتماد على المقاربات والمداخل المفسرة للفساد، حيث تناولت الدّراسة الفساد كظاهرة مجتمعية مركبة اثرت في جميع مجالات النّشاط البشري بفعل الانحراف عن مجموع القيم والمبادئ الاجتماعية المتعارف عليها في كل مجتمع بالرّغم من كل الاستراتيجيات التي تبنتها العديد من دول العالم في مكافحة الفساد إلا أنّ تأثيرها كان ضعيفا امام خطورة هذه الظّاهرة ،حيث أن الفساد السياسي يعدّ اخطر انواع الفساد لأنّه المتسبب الأول في انماط الفساد التي تهدد الاستقرار المجتمعي والدولي و هذا حسب إحصائيات معايير تصنيف الفساد. Abstract : This study aims to analyze and explain the phenomenon of corruption according to the theoretical foundations of the phenomenon and review the various legal visions of international and national bodies in their diagnosis of corruption. We also address highlighting the causes and manifestations of corruption based on the approaches and approaches that explain corruption. The study addressed corruption as a complex societal phenomenon That affected all areas of human activity due to the deviation from the set of sociaux valus and principles recognized in every society. Despite all the strategies adopted by many countries of the world to combat corruption, their impact was weak in the face of the seriousness of this phenomenon, as political corruption is considered the most dangerous type of corruption because it is the primary cause of patterns of corruption that threaten societal and international stability, according to statistics of corruption classification criteria
