Abstract
Joint Ministerial Circular No. 02 dated June 1, 2025 represents a qualitative step in completing the path of agricultural real estate reform, by settling the old legal situations while granting powers to governors to drop the old usufruct right and amend it with concession contracts that can be declared real estate, and recover unused lands. Among the things it stipulates is the necessity of unifying contract models and facilitating their documentation with the competent authorities, in order to achieve legal security for agricultural investors, and establish actual exploitation rights In a way that enhances food security and national investment.
