ملخص: رئيس المجلس الشعبي البلدي هو رئيس الهيئة التنفيذية للبلدية و بهذه الصفة يحوز على صلاحيات واسعة في المجال التنموي و بحكم أنه منتخب من قبل الشعب فهو مطالب بالوفاء بتعهداته التي كان قد قطعها على نفسه أثناء الحملة الإنتخابية على الأقل ، غير أنه في الواقع يجد نفسه أمام عراقيل و معوقات تحد من وصوله إلى هذا المبتغى ، هذه المعوقات تتنوع و تختلف من معوقات تتعلق بالوصاية الإدارية الشديدة المسلطة عليه من قبل الإدارة الوصية (الوالي و رئيس الدائرة) و معوقات تتعلق بالبلدية في حد ذاتها. في هذه الورقة محاولة جادة للغوص في هذه المعوقات و سعي لإقتراح بعض الحلول لهذه المعوقات حتى نجعل رئيس البلدية يلعب دوره التنموي كقائد للحركة التنموية في بلديته. Abstract : The president of the municipal council is the head of the municipality's executive body and, as such, has broad powers in the field of development. As he is elected by the people, he is required to fulfil the pledges he made during the election campaign, at the very least. However, in reality, he finds himself facing obstacles and impediments that limit his ability to achieve this goal. These obstacles vary and range from those related to the strict administrative supervision imposed on him by the supervisory administration (the governor and the head of the department) to those related to the municipality itself. This paper is a serious attempt to delve into these obstacles and propose some solutions to them so that the mayor can play his developmental role as the leader of the development movement in his municipality.
