الملخص
تهدف هذه الدراسة إلى كشف المعيقات المتسببة في جمود بورصة الجزائر، مع إعطاء تصور واضح لكيفية إزاحتها بما يُمَكن من إيجاد البيئة الملائمة لإطلاقها. وقد توصل البحث إلى تشخيص هذه المُعيقات وبَيَّن أن منها ما هو تنظيمي، ومنها ما هو مرتبط بالمؤسسات الاقتصادية، والبعض الآخر متصل بوسطاء العمليات والمستثمرين، كما أن جزءاً منها مرتبط بضعف كفاءة وفعالية الأجهزة المكونة لها. وأن كل هذا يُحتم على الجهات الوصية إصلاح ذلك، بما يجعل من بورصة الجزائر وبيئتها واضحة ومتجانسة ومواكبة لكل المستجدات. This study aims to reveal the obstacles that cause the stagnation of the Algiers Stock Exchange, while giving a clear vision of how to remove them in order to create a suitable environment for their launch. The research reached a diagnosis of these obstacles and showed that some of them are regulatory, some are related to economic institutions, others are related to transaction brokers and investors, and part of them is related to the weakness of the efficiency and effectiveness of its constituent bodies (the Stock Exchange). And that all of this makes it imperative for the guardianship authorities to fix this, in a way that makes the Algiers Stock Exchange and its environment clear, homogeneous, and keeping abreast of all developments.
