الملخص

يعتبر مجلس الوزراء تقليدا أمويا أندلسيا بامتياز، سما من خلاله منصب الحاجب على مستوى رئاسة الوزراء، وتعددت الوزارة فكان لكل منها اختصاص ومهام خاصة به، وكان لزاما أن يستحدث هذا المجلس لتقديم التقارير وتلقي التعليمات من الأمير أو الخليفة، أو الحاجب؛ ومن ثم كان الاهتمام بكيفية الجلوس والحديث فيه. عرف نظام الوزارة في الأندلس تطوراً كبيراً، فكان للأمويين فَضْلٌ كبير في تنظيمه وتقديمه بشكل جديد وراقٍ، فأصبح للوزير دور مهم ومؤثر في مختلف شؤون الدولة، واكتسبت الوزارة في قرطبة خلال الفترة الممتدة بين (138هـ/756م -422هـ/ 1031م) خصوصية ميزتها عن سابقتها بدمشق، فقد أنشأ الأمويون بالأندلس نظاماً حكومياً متكاملاً، فارتقوا بدولتهم إلى مصاف الدول العُظمى في ذلك العصر. كانت مهمة الإشراف على قيام مختلف الوزراء بمهامهم موكلة للحاجب الذي كانت يحجب الحاكم عن العامة وهم الرعية باختلاف طبقاتها، والخاصة ويمثلها الوزراء والأمراء؛ فاتخذ الأمويون للوزراء بيتا يجتمعون فيه، ورتَّبوا اختلافهم إليه، للمشاورة في أمور الدولة، يستدعون كلما جرت الضرورة لذلك للبث في امور الدولة. The council of ministers is considered to be a Spanish Umayyad tradition par excellence. The holders of the office of chamberlain (ḥājib) rose to assume the office of overseer of the council of ministers. The number of ministries multiplied, each one had its special responsibilities and tasks. It was necessary to convene the council to issue decrees or receive instructions from the emir, caliph or chamberlain. For this reason attention was paid to the particulars of sitting and speaking in it. The vizierate in al-Andalus underwent a great development and to the Umayyads a great deal of credit is owed for its organization and advancement. The vizier came to have an important and influential role in various affairs of the state. During the period from 138/756 to 422/1031 the vizierate in Cordoba acquired the special characteristics which distinguished it from its predecessor in Damascus. The Spanish Umayyads created a complete system of government and ascended to the rank of the other great powers of their day. The task of supervising the various ministries in the performance of their duties fell to the chamberlain who shielded the ruler from the commoners, who were the subjects in their different classes, and the elites who were represented by the ministers and the emirs. The Umayyads established a building where the ministers met and settled their differences and for providing counsel on affairs of state. They were summoned whenever it was necessary to review and discuss important matters of state.
