الملخص
الملخص باللغة العربية: شكّلت خطة الخيل في العهد الأموي بالأندلس (138-316 هــ/756-929م) إحدى الركائز الأساسية في النظام الإداري والعسكري للدولة، لما كان لها من دور محوري في تثبيت هيبتها وضمان قوتها الدفاعية والهجومية. فقد تولّت هذه الخطة الإشراف على تنظيم شؤون الخيل من تربية واقتناء وتوزيع على الجند، إضافة إلى مراقبة جاهزيتها للمشاركة في الحملات العسكرية وحماية الثغور. كما ارتبطت الخطة ارتباطاً وثيقاً بالمؤسسات المالية التي كانت تتكفّل بتزويدها بالمؤونات والعُدد، وبالدواوين الإدارية التي اهتمت بتدوين سجلات الفرسان وتوثيق حقوقهم وواجباتهم. ومن ثمّ لم تكن خطة الخيل مجرد جهاز عسكري تقني، بل كانت تجسيداً فعلياً للتكامل بين الإدارة المركزية والسلطة الميدانية، ما جعلها أداة فعّالة في الحفاظ على توازن الدولة الداخلي ومكانتها الخارجية. إن دراسة هذه الخطة تتيح فهماً أعمق لآليات التنظيم العسكري والإداري في الدولة الأموية بالأندلس، وتُبرز كيف ساهمت في تحقيق الاستقرار السياسي وتعزيز النفوذ العسكري في مواجهة التحديات الداخلية والخارجية. وتنبع الإشكالية الرئيسة من التساؤل حول مدى إسهام خطة الخيل في دعم استمرارية الدولة الأموية بالأندلس وترسيخ سلطتها عبر الجمع بين الانضباط الإداري والقدرة العسكرية المنظمة. Abstract: The Horse Administration (Khitat al-Khayl) during the Umayyad period in al-Andalus (138–316 AH / 756–929 CE) represented one of the fundamental pillars of the state’s administrative and military system, playing a central role in consolidating its authority and ensuring its defensive and offensive strength. This institution was responsible for overseeing all matters related to horses, including their breeding, acquisition, and distribution among soldiers, as well as ensuring their readiness for military campaigns and the defense of frontier zones. The Horse Administration was closely connected to financial institutions that provided the necessary supplies and equipment, and to administrative offices that maintained detailed records of cavalrymen and documented their rights and duties. Thus, it was not merely a technical or military body but a concrete manifestation of the integration between centralized administration and field power. It served as an effective tool for maintaining internal stability and external prestige. Studying this institution provides a deeper understanding of the mechanisms of military and administrative organization within the Umayyad state in al-Andalus and highlights its contribution to political stability and the reinforcement of military influence amid internal and external challenges. The central question thus arises: to what extent did the Horse Administration contribute to the continuity of the Umayyad state in al-Andalus and the consolidation of its authority through the union of administrative discipline and organized military capacity?
