Cyberbullying On Social Media In Algeria And The Counter-efforts

Abstract
This paper analyses the phenomenon of cyberbullying on social media in Algeria, which turned into a vivid reality in the digital world that endangers individuals and societies. In this regard, we try to understand the concept, types, methods, and the socio-psychological effects of cyber bullying. Then, we shed light on its status-quo in Algeria according to the statistics. Besides, we shall focus on the counter-efforts, mainly in the legal and procedural sides through speaking about the legal frame of fighting cyber bullying, namely Law 09-04 of 2009 on the rules of preventing and combatting ICTs crimes, the Algerian Penal Law and its amendments of 2014, and Law 20-5 of 2020 on the prevention and combatting of segregation and hate speech. Moreover, we shall detail the Algerian security and legal institutional system of fighting cyber bullying and solving its issues. Finally, we point to the challenges faced by the entities assigned with fighting the phenomenon. The study recommends collaboration among the institutions to end this negative phenomenon.An abstract is a brief, comprehensive summary of the contents of the article
