التحديات الراهنة للسياحة في ظل تغير المناخ (دراسة حالة الجزائر)

الملخص
هدفت الدراسة إلى تحليل التحديات الراهنة التي تواجه قطاع السياحة في ظل التغير المناخي، وذلك من خلال تقديم تعريف شامل لمفهوم تغير المناخ، ومظاهره المختلفة، إلى جانب استعراض لمفهوم السياحة المستدامة، وتوضيح العلاقة المتبادلة بين السياحة والتغير المناخي. كما تناولت الدراسة الاتفاقيات والمبادرات التي تم تبنيها لمواجهة آثار التغير المناخي في المجال السياحي، بالإضافة الى عرض تجارب دولية ناجحة في تطبيق حلول سياحية مستدامة لمجابهة هذه الظاهرة، وقد تم التطرق إلى التحديات التي تواجه السياحة الجزائرية جراء تغير المناخ مع التركيز على مظاهر التأثير مثل الظواهر المناخية المتطرفة. ولتحقيق أهداف الدراسة تم اعتماد أداة المقابلة مع مسؤولين في دار البيئة بالشلف، بالإضافة الى مسؤول بمديرية السياحة. وقد توصلنا الى جملة من النتائج أهمها أن الإستراتيجية الحالية المتمثلة في المخطط التوجيهي للتنمية السياحية المستدامة لاتزال غير كافية، نظرا لعدم شمولها لإجراءات واضحة لمعالجة الظواهر الخاصة أو وضع آليات فعالة لتخفيف والتكيف من آثار تغير المناخ، لا سيما أن نسبة كبيرة من السياحة الجزائرية تعتمد على السياحة المحلية، والتي تعد مصدرا للمواطن الجزائري للترفيه والاستجمام. Abstract: This study aimed to analyze tha current challenges facing the tourism sector in light of climate change. It provided a comprehensive definition of climate change and its various manifestations, alongside a review of the concept of sustainable tourism and a clarification of tha reciprocal ralationship between tourism and climate change. The study also examined the agreements and initiatives adopted to address the impacts of climate change on the tourism sector, in addition to showcasing successful international experiences in implementing sustainable tourism solutions to comfront this phenomenon. Moreover, the study addressed the challenges facing algerian tourism due to climate change, with a focus on the effects of extreme weather events. To achieve the objectives of the study, interviews were conducted with officials from the environmmental office in chlef, as well as represantative from the directorate of tourism. The study concluded with several key findings, most notably that the current strategy represented by the master plan for sustainable tourism development remains insufficient. This insufficiency is due to the lack of clear measures to address specific climate related phenomena or to establish effective mechanisms for mitigation and adaptation to the effects of climate change. This is particularly important given that a significant portion of algerian tourism relies on domestic tourism, wich serves as a major source of recreation and relaxation for algerian citizens.
