ملخص: تعالج هذه الورقة البحثية موضوع مشكلات تسيير المرافق والخدمات في الأحياء الجديدة، دراسة ميدانية لحي 2000 مسكن عدل باركافوراج -باتنة-. ولأجل ذلك إعتمدنا مقاربة سوسيو-أنثروبولوجية لفهم هذه المشكلات الحضرية التي تخص تسيير المرافق والخدمات في الوسط الحضري، و الوقوف على أهم العوامل السوسيو- ثقافية التي تعيق تسيير الأحياء الجديدة، مع أن السياسة السكنية الجديدة المتبناة في الجزائر تسعى لتزويدها بمختلف التجهيزات العمومية، وبرمجة مشاريع تواكب تطلعات الساكنة، وضرورة التنسيق بين مختلف القطاعات المعنية بتسيير هذه المرافق العمومية كالجماعات المحلية وقطاع السكن مع التعاقد مع شركات عمومية أو خاصة لتسيير وإدارة هذه الأحياء، للقيام بأعمال الصيانة والحراسة والتنظيف والعناية بالمساحات الخضراء وذلك بالإتفاق مع ممثلي السكان وجمعيات الأحياء، وذلك لما توفره هذه المرافق والخدمات من إستقرار للسكان وتلبية حاجاتهم الإجتماعية وزيادة التماسك الإجتماعي داخل الأحياء. Abstract: This research paper addresses the issue of the problems of managing facilities and services in new neighborhoods, a field study of the 2000-unit neighborhood of Adl Barkaforaj - Batna. For this reason, we relied on a socio-anthropological approach to understand these urban problems related to the management of facilities and services in the urban environment, and to identify the most important socio-cultural factors that hinder the management of new neighborhoods, although the new housing policy adopted in Algeria seeks to provide them with various public facilities. Therefore, programs must be developed that keep pace with the aspirations of the residents and the necessity of coordination between the various sectors concerned with the management of these public facilities, such as local communities and the housing sector, with contracting with public or private companies to manage and administer these neighborhoods to carry out maintenance, security, cleaning and care for green spaces, in agreement with representatives of the residents and neighborhood associations, due to the stability provided by these facilities and services to the residents, meeting their social needs and increasing social cohesion within the neighborhoods.
