مشروع المؤسسة بين ممارسات الفاعلين واستقلالية المؤسسة التربوية –دراسة ميدانية لعينة من المدارس الابتدائية-

الملخص
يُعد مشروع المؤسسة آلية حديثة لإدارة المؤسسات التربوية، حيث يمثل إحدى أهم الاستراتيجيات الداعمة للإصلاحات التربوية الهادفة إلى تحسين جودة التعليم، وتحقيق الاستخدام الأمثل للموارد، وتعزيز أداء المؤسسات التربوية. تهدف هذه الدراسة إلى تحليل ممارسات الفاعلين في إعداد وتنفيذ مشروع المؤسسة في المدارس الابتدائية، مع التركيز على التحديات التي تعيق تفعيله وتحقيق أهدافه في إطار السياسة التربوية. ولتحقيق ذلك، تم اعتماد منهجية نوعية شملت 30 مديرًا و12 مفتشًا إداريًا، حيث تم جمع البيانات عبر الملاحظة، ودراسة الوثائق، والمقابلات نصف الموجهة، ومجموعات التركيز. توصلت الدراسة إلى أن نجاح مشروع المؤسسة يعتمد على عاملين رئيسيين: أولهما تعزيز استقلالية المؤسسة في تخطيط أهدافها ضمن مقاربة تشاركية تشمل جميع المتدخلين، وثانيهما كفاءة الفريق التربوي وقدرته على الاستخدام الأمثل للموارد البشرية والمادية لتحقيق الأهداف المنشودة. The adoption of the school project as a modern management mechanism for educational institutions is one of the most important strategies supporting educational reforms aimed at enhancing the quality of education, optimizing resource utilization, and improving institutional performance. This study seeks to analyze the practices of key actors in the preparation and implementation of the school project in primary schools, with a focus on identifying the challenges that hinder its activation and the achievement of its intended objectives within the framework of educational policy. To achieve this, a qualitative study was conducted with a sample of 30 school principals and 12 administrative inspectors, utilizing data collection methods such as observation, document analysis, semi-structured interviews, and focus groups. The study concluded that the success of the school project is influenced by two key factors: first, ensuring the autonomy of educational institutions in planning their objectives in alignment with their specific context through a participatory approach involving all stakeholders; and second, the capacity and qualifications of the educational team in effectively utilizing human and material resources to achieve the set objectives.
