الأسرة، الطفل والحق في الاتصال... أبعاد المفهوم ورهانات الواقع

الملخص
نهدف من خلال حديثنا عن الأسرة والطفل والحق في الاتصال الوقوف على أبعاد المفهوم واهم المنطلقات الفكرية التي استندت إليها المطالبة به منذ السبعينيات من القرن العشرين. من جهة أخرى نسعى إلى تجلية العوامل والظروف التي أدت إلى تعالي الأصوات للمناداة بالحق في الاتصال، وأهم حقوق الطفل الاتصالية التي جاءت بها الاتفاقية الدولية لحقوق الطفل لسنة 1989. وقد توصلنا إلى أن الحق في الاتصال هو أحد الأوجه لمرحلة جديدة من مراحل تطور المطالبة بالحريات والحقوق، وهو يحمل تصورا جديدا للممارسات الاتصالية والإعلامية للمنتصف الثاني من القرن العشرين. وأن تجسيد الحقوق الاتصالية للطفل والأسرة قضية شائكة طرحت ولا تزال تطرح العديد من الإشكالات خاصة في ظل متغير البعد الثقافي والقيمي لسياق تطبيقها، وكذا متغير الجدلية القائمة بين العولمة والخصوصية التي فرضتها تكنولوجيا المعلومات والاتصال. Through our discussion about the family, the child and the right to communication, we aim to identify the dimensions of the concept and the most important intellectual premises on which the claim has been based since the seventies of the twentieth century. On the other hand, we seek to clarify the factors and circumstances that led to calling for the right to communication, and the most important communication rights of the child enclosed in the International Convention on the Rights of the Child 1989. We concluded that the right to communication is one of the facets of a new stage in the development of the demand for freedoms and rights, and it bears a new perception of communication and media practices in the second half of the twentieth century. We also concluded that many problems are related to the embodiment of the family and child’s communication rights, especially in light of two variables: the first one is the cultural dimension of its application’ context, the second is the dialectic between globalization and the privacy imposed by information and communication technology.
