الملخص
الملخص أدى ظهور المرسوم التنفيذي رقم 85-277، الصادر سنة 1985 إلى وضع القانون الأساسي النموذجي للمؤسسات المتحفية والذي منح لها الاستقلالية المالية والتسيير الذاتي، فأصبحت من خلاله المتاحف مؤسسات وطنية عمومية ذات طابع إداري تكلف بحماية وحفظ وعرض التراث الثقافي، كما نتج عن هذا المرسوم تحويل المتاحف المنشأة في الفترة الاستعمارية إلى متاحف وطنية واستحداث متاحف أخرى، و تم العمل بأحكامه قرابة العقدين والنصف من الزمن، ليتم تحديثه بواسطة المرسوم التنفيذي رقم 07-160 المؤرخ في 27 ماي 2007 المتضمن شروط إنشاء المتاحف، مهامها وسيرها حيث نتج عنه ظهور المتاحف الوطنية والمتاحف الجهوية وملحقاتها. وفي سنة 2011 من خلال المرسوم التنفيذي رقم 11-352 المؤرخ في 05 أكتوبر 2011 الذي حدد القانون النموذجي للمتاحف ومراكز التفسير ذات الطابع المتحفي، نتج عنه هو الأخر ظهور المتاحف العمومية الوطنية ومراكز التفسير ذات الطابع المتحفي. وللتفصيل أكثر في هذا الموضوع تم اختيار المتحف العمومي الوطني للخط الإسلامي بتلمسان كنموذج للمتاحف العمومية الوطنية التي تم إنشاؤها حديثا. Abstract: The emergence of Executive Decree No. 85-277, issued in 1985, led to the establishment of the Model Basic Law for Museum Institutions, which granted them financial independence and self-management. Through which the museums had became national public institutions of an administratively nature charged with the protection, preservation and presentation of cultural heritage. This decree resulted in the transformation of the museums established in the colonial period into national museums and modernizes others as well. Its provisions have been implemented for nearly two and a half decades, to be updated in 2007 by Executive Decree No. 07-160 of May 27, 2007, which set the conditions for establishing museums, their missions and works, and which led also to the emergence of the National museums and the regional one as well. This was followed in 2011 by Executive Decree No. 11-352 of October 5, 2011, that defines the Model Law for museums and Interpretation Centers of Museums nature and also led to the emergence of National Public Museums and Interpretation Centers of museums Nature, and for more details on this topic, the National museum of Islamic Calligraphy in Tlemcen has been selected as a sample for being one of the national museums that has been established recently.
