The Environmental Dimension As A Condition For Determining Needs In Public Procurement According To The Law Number 23-12

Authors : Stambouli Ferdous .

Abstract

The environmental dimension in public procurement is a transitional step in this field, as it is no longer limited to an administrative procedure, but has become an effective tool for achieving sustainable development. The Law 23-12 establishes strict environmental standards that include the selection of materials, techniques and methods of implementation, with the obligation to conduct an environmental impact assessment of projects, which begins at the stage of identifying the needs of the contracting authority. Despite the obstacles that may face its implementation, this mechanism contributes to achieving a balance between development requirements and environmental protection, which strengthens Algeria's position in adopting new projects that achieve sustainable development.
