ABSTRACT : France accorded particular attention to the Algerian Sahara after its occupation of Algeria owing to its strategic and economic resources. In 1844, the French parliament enacted a law extending the occupied area toward the south, where military centers were established in order to control trade caravans and suppress local resistance. With the discovery of oil and gas in the mid-twentieth century, the importance of the Algerian Sahara increased, leading France to adopt political, economic, and military measures to separate it from northern Algeria. In the political field, France promulgated laws such as the establishment of the Common Organization of Saharan Regions (O.C.R.S.) in 1957, and the creation of a dedicated ministry for the Sahara to supervise its exploitation. Furthermore, the Constantine Plan was announced, aiming to develop the Sahara economically through the utilization of oil. In the military field, French forces in the Sahara were reinforced with new military posts and infrastructure in order to facilitate economic exploitation. In the other hand, France focused on investing in the Sahara’s oil and gas, encouraging petroleum companies to invest there and allocating a considerable budget to the region. These measures aimed to ensure the exploitation of the Sahara’s resources for France’s benefit and to achieve the goal of separating the Sahara from the north.
