الدبلوماسية: مقدمة في النشأة والتحولات

الملخص
تسعى هذه الدراسة إلى إعطاء مقدمة مختصرة لأبرز تعاريف الدبلوماسية، واستعراض النشأة وأهم التحولات التي طرأت على مفهوم وممارسة الدبلوماسية، وكذلك التحديات الناجمة عن هذه التحولات. وإلى جانب وجهة النظر الغربية حول تاريخ نشأة وتطور الدبلوماسية، تستعرض هذه المقالة جوانب تاريخية من وجهة نظر غير غربية، من خلال الإشارة إلى أحداث تاريخية من العالم القديم والتطرق إلى بعض الممارسات الدبلوماسية العربية. كما يناقش البحث بعض التحديات الناجمة عن التحولات المستمرة لمفهوم وممارسة الدبلوماسية، ومن أبرزها تحدي التكيف مع التحولات، وكذلك الفجوة بين النظرية والتطبيق في الدبلوماسية. وتكمن أهمية هذه المقدمة المختصرة في كونها جزء من أعمال المراجعة الدورية لسياق ومفهوم وممارسات الدبلوماسية والتي يستوجب حقل الدراسات الدبلوماسية القيام بها بشكل دوري. This study seeks to provide a brief introduction to the most prominent definitions of diplomacy, review the origins and major transformations of the concept and practices of diplomacy, as well as the challenges resulting from these transformations. In addition to the Western perspective on the history of the origins and development of diplomacy, this article reviews historical aspects from a non-Western perspective, by citing historical events from the ancient world and addressing some Arab diplomatic practices. The paper also discusses some of the challenges resulting from the ongoing transformations in the concept and practice of diplomacy, most notably the challenge of adapting to transformations, as well as the gap between theory and practice in diplomacy. The importance of this brief introduction lies in being part of the much wider efforts of periodic reviews required by the field of diplomatic studies of the context, concept, and practices of diplomacy.
