The National Investment Council was established under the provisions of Article 18 of Ordinance No. 01-03 related to investment development. It has since undergone legislative and organizational evolution, culminating in Law No. 22-18 concerning investment. The legislator has maintained its existence, placing it under the authority and presidency of the Prime Minister; however, it has restricted its competencies and areas of intervention to the formulation and proposal of the national investment policy strategy in Algeria, as well as coordinating and evaluating its implementation. Additionally, it is tasked with preparing an annual evaluative report to be submitted to the President of the Republic. Despite this reformative effort, the Council still experiences certain shortcomings related to its absolute dependence on the government regarding composition, operation, execution, and follow-up, as well as the lack of publication of its activities and the neglect of regulation some aspects related to its work and operation.
