الملخص

انطلاقا من مبادئ اللامركزية الإدارية اعتمد الدستور الجزائري البلدية قاعدة هيكلية للدولة ومحورا أساسيا في إدارة شؤونها المحلية ضمن تركيبة منتخبة تعكس الاختيار الشعبي لممثليه في المجالس الشعبة البلدية باعتبارهم الأدرى باحتياجات الساكنة ، أين يناط بهم تنفيذ مجموعة من المهام التي تمليها القوانين والتنظيمات لا سيما تفعيل دورها كشريك إستثماري يهدف إلى خلق الثروة وإنعاش الميزانية المحلية في ظل الأزمة المالية للدولة وتخلي هذه الأخيرة عن أغلب وظائفها ، ليجد المنتخب البلدي نفسه مجبرا على البحث عن آليات جديدة تمكنه من فتح آفاق تنموية وتجسيد مشاريعه بعيدا عن مساهمات الدولة ، من خلال الاستغلال الأمثل للموارد المحلية و تفعيل آليات التمويل الذاتي ضمن مقاربة الشراكة ما بين البلديات كإحدى السبل التي أجازها تشريع البلدية ، ما يتطلب لتحقيق ذلك كفاءة عالية لدى المنتخب البلدي كرست لها الحكومة جهودها ضمن دورات تكوينية تؤهله لممارسة هذه الأدوار. Abstract: Based on the principles of administrative decentralization, the Algerian constitution adopted the municipality as a structural basis for the state and a fundamental axis in managing its local affairs within an elected structure that reflects the popular choice of its representatives in the municipal councils, considering them the most knowledgeable about the needs of the population, where they are entrusted with implementing a set of tasks dictated by laws and regulations, especially activating its role as an investment partner aiming to create wealth and revive the local budget in light of the state’s financial crisis and the latter’s abandonment of most of its functions, so that the municipal elected finds itself forced to search for new mechanisms that enable it to open development horizons and embody its projects away from state contributions, through optimal exploitation of local resources and activating self-financing mechanisms within the approach of partnership between municipalities as one of the means permitted by municipal legislation, which requires high efficiency on the part of the municipal elected, to which the government has devoted its efforts within training courses that qualify it to exercise these roles.
