Kidnapping crimes are among the crimes that constitute an attack on the personal freedom of individuals and are often committed for other purposes, given the importance of punishment in achieving criminal protection of this freedom, and with reference to the criminal texts that punish the crimes of kidnapping, we find that the legislator's plan is based on two different directions in punishment, the first of which was to establish severe penalties for kidnapping felonies in most of them, as well as for various misdemeanors in order to achieve greater deterrence with the expansion of supplementary penalties, while the second direction of the legislator was to change the amount of penalties for crimes of kidnapping people more severely by specifying more severe aggravating circumstances for the prescribed penalty, and exemption and mitigation by adopting excuses for exemption or mitigation of punishment in the interest of the victim to discover the crime or its perpetrators in the shortest possible time and stop the subsequent aggression if possible.
