Abstract: The 2020 constitutional amendment, under Article 179, established the Council of State as the reviewing body for the administrative appeal courts, thereby strengthening the principle of two-tiered litigation in the administrative domain. This direction was realized through Law No. 22-07, which created six administrative appeal courts, providing better guarantees for litigants and alleviating the burden on the Council of State. The establishment of these courts redistributes judicial competencies, allowing them to adjudicate appeals and rulings from administrative courts. This new system enhances transparency and justice, reflecting Algeria's commitment to developing its judicial system. This paper aims to explore the legal and practical dimensions of this reform and its impact on the effectiveness of administrative justice in Algeria
