Measuring The Impact Of Social Transfers On Human Development In Algeria During The Period: 1993- 2022

Abstract

The study aims to measure the effect government social transfers on the Human Development in Algeria using annual data for the period 1993 to 2022, by model ARDL, Relying on the Human Development Index issued by the United Nations Development Program. The results revealed the existence of a co- integration relationship between government social expenditures and the Human Development Index in the long term, the study also showed the positive effect of social transfers as a percentage of GDP and national income per capita on the Human Development Index in the short term. In addition, the study expound, through the correction coefficient, the length of time that the Human Development Index takes to return to moderate in the long term when any changes occur in social transfers as a percentage of GDP and per capita income. تهدف الدراسة إلى قياس تأثير التحويلات الاجتماعية الحكومية على مؤشر التنمية البشرية في الجزائر باستخدام بيانات سنوية للفترة 1993-2022 باستخدام نموذج ARDL،كما اعتمدت الدراسة على مؤشر التنمية البشرية الذي يعده برنامج الأمم المتحدة الانمائي. وكشفت نتائج الدراسة عن وجود علاقة تكامل مشترك بين النفقات الحكومية الاجتماعية ومؤشر التنمية البشرية في الأجل الطويل، كما أظهرت الدراسة التأثير الإيجابي للتحويلات الاجتماعية كنسبة من الناتج المحلي الإجمالي وكذلك نصيب الفرد من الدخل القومي على مؤشر التنمية البشرية في الاجل القصير. بالإضافة إلى ذلك أوضحت الدراسة من خلال معامل التصحيح عن طول فترة عودة مؤشر التنمية البشرية إلى التوازن في الأجل الطويل عند حدوث أي تغيرات في التحويلات الاجتماعية كنسبة من الناتج المحلي الإجمالي ونصيب الدخل الفردي.
