The Pre-qualification Of Specialized Offices And Expert Offices In The Hydrocarbons Sector And Its Environmental Role In Light Of Executive Decree 24-278

الملخص

This study aims to highlight the pre-qualification of Specialized Offices and Expert Offices in the hydrocarbons sector, specifying the conditions and procedures for obtaining it, and analyzing the ways in which it contributes to environmental protection. The results confirm the importance of pre-qualification in ensuring that these offices comply with environmental and technical standards, thereby reducing the environmental impact of activities related to hydrocarbons. Additionally, the study emphasizes the pivotal role of the hydrocarbons regulatory authority, which is reflected in the strict oversight imposed on qualified offices to ensure the quality of their performance and compliance with regulations.تهدف هذه الدراسة إلى تسليط الضوء على التأهيل الأولي للمكاتب المتخصصة ومكاتب الخبرة في قطاع المحروقات، وتحديد شروط وإجراءات الحصول عليه، وتحليل كيفيات ومظاهر مساهمته في حماية البيئة، توصلت النتائج إلى تأكيد أهمية التأهيل الأولي في ضمان التزام هذه المكاتب بالمعايير البيئية والتقنية، مما يقلل الأثر البيئي للنشاطات المتعلقة بالمحروقات، كما أبرزت الدور المحوري لسلطة ضبط المحروقات والذي يتجلى في فرض رقابة صارمة على المكاتب المؤهلة لضمان جودة أدائها وامتثالها للقوانين.
