Abstract
تُعتبر "البرنامج الوطني للتحول" (NTP) و"رؤية 2030" مبادرتين رئيسيتين أطلقتهما المملكة العربية السعودية لتنويع الاقتصاد وتعزيز الحوكمة. تم تقديم البرنامج في عام 2016، ويهدف إلى تقليل الاعتماد على إيرادات النفط وتعزيز اقتصاد مستدام قائم على المعرفة. تركز المبادرات على تحسين كفاءة الحكومة، وزيادة مشاركة المواطنين، ودعم القطاعات غير النفطية، مما يعزز المساءلة والشفافية. تحدد "رؤية 2030" أهدافًا مثل إنشاء مناطق اقتصادية جديدة، وخصخصة الكيانات المملوكة للدولة، والاستثمار في السياحة والتكنولوجيا والطاقة المتجددة. بحلول عام 2023، كانت حوالي 87% من المبادرات قد اكتملت أو هي على المسار الصحيح. ومع ذلك، لا تزال التحديات قائمة، بما في ذلك عدم الاستقرار السياسي، والشك العام حول الإصلاحات، ومشكلات في مشاركة المواطنين، خصوصًا بين الشباب. على الرغم من هذه العقبات، تمثل "البرنامج الوطني للتحول" و"رؤية 2030" جهدًا تحويليًا لتنويع الاقتصاد وتحسين جودة حياة المواطنين، مما يتماشى مع ممارسات الحوكمة العالمية مع معالجة السياق الاجتماعي والسياسي الفريد للمملكة. The National Transformation Program (NTP) and Vision 2030 are key initiatives launched by Saudi Arabia to diversify the economy and enhance governance. Introduced in 2016, the NTP aims to reduce reliance on oil revenues and foster a sustainable, knowledge-based economy. The initiatives focus on improving government efficiency, increasing citizen engagement, and supporting non-oil sectors, promoting accountability and transparency. Vision 2030 outlines goals such as establishing new economic zones, privatizing state-owned entities, and investing in tourism, technology, and renewable energy. By 2023, about 87% of initiatives were complete or on track. However, challenges persist, including political instability, public skepticism about reforms, and issues with citizen engagement, particularly among youth. Despite these obstacles, the NTP and Vision 2030 represent a transformative effort to diversify the economy and improve citizens' quality of life, aligning governance practices with global standards while addressing the Kingdom's unique socio-political landscape.
