تحيين النظام التعاقدي كدعم لتجديد المنظومة الصحية في الجزائر

الملخص
رغم الصّعوبات التي واجهت تطبيق النظام التعاقدي في قطاع الصحة خلال فترة سابقة، إلاّ أنّ السلطات الصّحية في الجزائر منحت له أولوية في الاستراتيجية العامة للقطاع، من خلال إعادة تفعيله بين الأطراف المعنية، حيث كان الغرض من هذه الدراسة هو توضيح فكرة تحيين النظام التعاقدي بصورة جديدة في إعادة تنظيم واجبات ومسؤوليات الفاعلين في قطاع الصّحة والعمل والضمان الاجتماعي، وتجسيد أهميته في تجديد المنظومة الصحية بالجزائر، ومن خلال المعلومات التي تم جمعناها من مختلف المراجع والبحوث قمنا بتحليل أساليب علاقات العمل والمعطيات التي تستند على التشاور والتنسيق في وضع ترتيبات تعاقدية للنظام الصحي ذات الطابع الرسمي على الاتفاقيات بين الجهات الفاعلة بشكل متبادل، وتوصلنا الى أن تجديد النظام التعاقدي وتفعيله في التحكم بالنفقات الصحية يساهم بشكل كبير وفعال في إصلاحات التمويل الحديثة بهدف تجديد المنظومة الصحية. : Despite the difficulties faced in the application of the contractual system in the health sector during a previous period, the health authorities in Algeria gave it priority in the general strategy of the sector, by reactivating it among the concerned parties, as the purpose of this study was to clarify the idea of updating the contractual system in a new way in reorganizing the duties and responsibilities of actors in the health, labor and social security sector, and embodying its importance in renewing the health system in Algeria, and through information collected from various references and research. We analyzed the methods of working relations and data that are based on consultation and coordination in the development of contractual arrangements for the health system of a formal nature on agreements between the actors mutually, and concluded that the renewal and activation of the contractual system in the control of health expenditures contributes significantly and effectively to modern financing reforms with the aim of renewing the health system.
