مساهمة قطاع التعليم العالي في نشر الفكر المقاولاتي من خلال قرار 1275دراسة حالة جامعة الشلف

الملخص
تهدف هذه الورقة البحثية إلى دراسة مساهمات قطاع التعليم العالي في نشر الفكر المقاولاتي لدى الطلاب الجامعيين وتذليل الصعوبات أمامهم من أجل خلق مؤسسات ناشئة ومؤسسات مصغرة وتغيير ذهنية الطالب من طالب يبحث عن فرصة عمل إلى طالب يخلق فرص عمل، وتم دراسة جامعة الشلف أنموذجا من خلال تحليل نشاط كل من مركز تطوير المقاولاتية CDEوحاضنة الأعمال، مكتب ربط الجامعة بالمحيطBLUE، مراكز الدعم التكنولوجي والابتكار CATI ولاسيما المشاريع المنطوية ضمن قرار 1275. واستنتجنا في الأخير أن جامعة الشلف وعبر واجهتها تقوم بمجهودات كبيرة أدت إلى تزايد عدد مشاريع الطلبة المتخرجين خاصة سنة 2023 والمتزامن مع صدور قرار مؤسسة ناشئة 1275 الذي أحدث ثورة في الجامعات الجزائرية. وتعمل البرامج المقاولاتية التي تقوم بها الواجهة من تحسيس وتكوين الطلبة على غرس الفكر المقاولاتي في الوسط الجامعي. This research paper aims to study the contributions of the higher education sector in promoting entrepreneurial thinking among university students and overcoming the challenges they face in order to create startups and small businesses, shifting the mindset of students from job seekers to job creators. The University of Chlef was studied as a model through the analysis of the activities of the Center for Entrepreneurship Development (CDE), the Business Incubator, the University-Community Link Office (BLUE), the Technological and Innovation Support Centers (CATI), particularly regarding projects under Decision 1275. In conclusion, we found that the University of Chlef, through its initiatives, has made significant efforts that have led to an increase in the number of projects by graduating students, especially in the year 2023, coinciding with the issuance of the Startup Institution Decision 1275, which has revolutionized Algerian universities. The entrepreneurial programs carried out by the university are aimed at raising awareness and training students to instill an entrepreneurial mindset within the academic environment.
