الملخص
ملخص: يدرس هذا المقال الإطار الإيتمولوجي للامركزية من خلال البحث في أهمية الوضوح المفاهيمي لمعنى مصطلح اللامركزية بالنسبة لفهمها وتنفيذها الواقعي، والتعامل معها ومع قضاياها وآثارها على العمليات الأخرى. وبالتالي، تسعى هذه الدراسة إلى مراجعة وتحليل أبرز التعريفات الواردة بشأن اللامركزية، ثم تنصرف بعد ذلك إلى مناقشة أنماطها المختلفة ودورها الحاسم كعملية تغيير شاملة، وأخيرا تسلّط الدراسة الضوء على الأبعاد المتماسكة والمتكاملة لهذه العملية وعلاقتها بتحقيق إصلاح لامركزي ناجح وفعال في مجتمع أو بلد ما. Abstract: This article examines the etymological framework of decentralization by researching the importance of conceptual clarity of the meaning of decentralization’s term for its practical understanding and implementation, dealing with it, its issues and its effects on other processes. Accordingly, this study seeks to review and analyze the most prominent definitions of decentralization, then discusses its different patterns and its crucial role as a comprehensive change process. Finally, the study highlights the coherent and integrated dimensions of this process and its relationship to achieving successful and effective decentralization reform in a society or country.
