الديمقراطية التشاركية: دراسة في المفهوم والأبعاد والدوافع

الملخص
تعد الديمقراطية التشاركية من بين المستجدات المستحدثة من طرف المشرع الجزائري، وهذا بموجب قانون البلدية بهدف تمكين وتعزيز اللامركزية الإدارية من خلال إسهام المواطنين بصفة آلية ومباشرة في الشؤون الإدارية المحلية، قصد تعزير الديمقراطية التشاركية المحلية وهذا مالجأ إليه التعديل الدستوري لسنة 2016. وتهدف هذه الدراسة إلى تحليل مفهوم الديمقراطية التشاركية، وتوضيح أبعادها المختلفة، بالإضافة إلى استعراض الدوافع التي تؤدي إلى تفعيل هذه الممارسة في المجتمعات الحديثة. وتعتني الديمقراطية التشاركية بتعزيز مشاركة المواطنين في عملية صنع القرار، سواء على مستوى السياسة العامة أو في إدارة الشؤون المحلية، وهي تتيح للمجتمعات فرصة أكبر للتفاعل المباشر مع قرارات الحكومة. Abstract: Participatory democracy is one of the innovations introduced by the Algerian legislator, pursuant to the Municipal Law, with the aim of enabling and strengthening administrative decentralization through citizens’ automatic and direct contribution to local administrative affairs, in order to enhance local participatory democracy, which is what the constitutional amendment of 2016, resorted to. This study aims to analyze the concept of participatory democracy, clarify its various dimensions, and review the motives that lead to the activation of this practice in modern societies. Participatory democracy aims to enhance citizen participation in the decision-making process, whether at the level of public policy or in the management of local affairs, and it provides communities with a greater opportunity to interact directly with government decisions.
