Abstract

Abstract: Institutions' crises are based on behavioral values and have not given attention to their value meaning. which did not concern the cultural value aspect and was not taken into account when patterns were developed for those institutions, which were imported patterns without regard to their cultural and social value dimensions and which focused on structural aspects of material and administrative dimensions relating to the organizational, financial, material and means structure, Consequently, it did not affect the problem of foundations and foundations related to the human element and values of the institution, which have to do with the institution's cultural and social value environment internally or externally.
