The Impact Of Human Resource Formation On The Modernization Of Tax Administration: An Analytical Study By The National School Of Taxation (nst)

Abstract

This research paper intends to highlight the significance of human resource development as a critical element in executing fundamental reforms for the modernization of the tax administration in Algeria. The theoretical framework employed the descriptive technique to examine the study problem and its several dimensions. Direct interviews with representatives of the National School of Taxes were done for the field study between September 15, 2024, and September 30, 2024. The results showed that, in spite of its obstacles, the National School of Taxes contributes significantly to improving public finance generally and tax modernization in particular. تهدف هذه الورقة البحثية إلى تسليط الضوء على أهمية تطوير الموارد البشرية كعنصر حاسم في تنفيذ الإصلاحات الأساسية لتحديث إدارة الضرائب في الجزائر. الإطار النظري استخدم التقنية الوصفية لفحص مشكلة الدراسة وأبعادها المختلفة. تم إجراء مقابلات مباشرة مع ممثلي المدرسة الوطنية للضرائب للدراسة الميدانية بين 15 سبتمبر 2024 و30 سبتمبر 2024. أظهرت النتائج أنه على الرغم من العقبات التي تواجهها، تساهم المدرسة الوطنية للضرائب بشكل كبير في تحسين المالية العامة بشكل عام وتحديث الضرائب بشكل خاص
