Digitization As A Mechanism To Promote Investment According To Law 22-18

الملخص

ملخص في سعيه لترقية مناخ الأعمال في الجزائر استحدث المشرع الجزائري آليات للرقمنة في القانون 22-18 المتعلق بالاستثمار و التي تهدف لتسهيل إجراءات تسيير العملية الاستثمارية و تحقيق الشفافية و المساواة في الاستفادة من المزايا و التحفيزات و العقار الاقتصادي ، كما تسعى الرقمنة إلى محاربة كل مظاهر الانحراف و الفساد الإداري التي لطالما عرقلة الاستثمار الحقيقي ، و هو ما تسعى لتحقيقه المنصة الرقمية للمستثمر التي تشرف عليها الوكالة الجزائرية لترقية الاستثمار التي جعلها المشرع المخاطب الوحيد للمستثمر . و حتى تكتمل عملية الرقمنة في قطاع الاستثمار و تحقق أهدافها بالكامل فانه لا بد من رقمنة كل القطاعات المتدخلة في عملية الاستثمار و ربطها بينيا ، كما يجب توفير البنية التحتية المناسبة و الإسراع في إصدار قانون الرقمنة . Abstract In its effort to improve the business climate in Algeria, the Algerian legislator introduced mechanisms for digitization in Law 22-18 related to investment, which aims to facilitate procedures for managing the investment process and achieve transparency and equality in benefiting from benefits, incentives, and economic real estate. Digitization also seeks to combat all manifestations of deviation. And administrative corruption, which has always obstructed real investment, which is what the digital platform for investors seeks to achieve, which is supervised by the Algerian Investment Promotion Agency, which the legislator has made the investor’s sole addressee. In order for the digitization process in the investment sector to be completed and its objectives to be fully achieved, all sectors involved in the investment process must be digitized and interconnected. Appropriate infrastructure must also be provided and the issuance of the digitization law must be expedited.
