الإطار الوظيفي للجماعات المحلية في ظل التحولات السياسية والاقتصادية

الملخص
تحظى الجماعات المحلية باهتمام الدولة، وتعول عليها في تحقيق التنمية المحلية والتي تنعكس على التنمية الوطنية، وهذا يتوقف على مدى كفاءة ونزاهة هيئاتها، وقدرتها على ممارسة صلاحيتها في مختلف المجالات وفقا لتطلعات الدولة والمواطن، ولا يتحقق إلا بتضافر جهود الجميع بدءا بالدولة التي يجب أن تعزز من صلاحيات الهيئات المحلية مع تحملها المسؤولية القانونية في حالة إخلالها بالالتزامات الملقاة على عاتقها، والطبقات السياسية التي ينبغي أن ترشيح الكفاءة العلمية بعيد عن المصالح الضيقة الحزبية، وكذا الهيئة الناخبة التي يجب عليها مراعاة المصلحة العامة على حساب المصالح الشخصية الضيقة، والابتعاد عن المتاجرة بالأصوات ومساعدة الفاسدين في الوصول إلى الهيئات المحلية فيعطل التنمية المحلية. الكلمات مفتاحية: الهيئة الناخبة؛الأعضاء المنتخبين؛هيئة المداولات؛الهيئة التنفيذية؛التنمية." Abstract: Local communities receive the attention of the state, and it depends on them to achieve local development, which is reflected in national development. This depends on the efficiency and integrity of local community and their ability to exercise their powers in various fields according to the aspirations of the state and the citizen. This can only be achieved by combining the efforts of everyone, starting with the state, which must strengthen the powers of local bodies while bearing legal responsibility in the event of their failure to fulfill the obligations imposed on them, and the political classes, which must nominate scientific competence away from narrow partisan interests, as well as well as the electorate, which must take into account the public interest at the expense of narrow personal interests, and stay away from trading in votes and helping the corrupt to reach local bodies, which hinders local development.
