اثر الجمارك السودانية علي النمو الاقتصادي في السودان

الملخص
المستخلص ظلت الجمارك السودانية منذ نشأتها تقوم بأدوار كبيرة وهامة في الاقتصاد إذ أنها تمثل مصدر مهم من مصادر الإيرادات هذا بالإضافة إلى دورها في حماية الاقتصاد الوطني من التهريب وتنفيذ سياسات الدولة الحمائية لرعاية الاستثمارات والصناعات الوليدة، وكذلك دورها في تنفيذ قوانين الجهات الأخرى كقانون مكافحة المخدرات وقانون الصيدلة والسموم وغيرها من القوانين. وقد هدفت هذه الدراسة الي تبيان جزء من إسهام الجمارك في مناحي الحياة المختلفة كأثرها علي مناحي الحياة الاقتصادية والاجتماعية والسياسية وغيرها، وركزت علي دور الجمارك الإيرادي، ومن اجل تحقيق أهداف هذه الدراسة افترضت هذه الدراسة وجود علاقة ذات دلالة إحصائية بين الجمارك المتمثلة في رسم الوارد والنمو الاقتصادي المتمثل في الناتج القومي، و وجود علاقة سببية بين الجمارك المتمثلة في رسم الوارد والنمو الاقتصادي المتمثل في الناتج القومي، وأن تأثير الرسوم الجمركية علي الاقتصاد في المدى القصير يختلف عن تأثيرها في المدى الطويل. ومن أجل التحقق من صحة الفرضيات التي جاءت بها الدراسة تم استخدام المنهج التاريخي كما اسُتخدمت بيانات سنوية من الجهاز المركزي للإحصاء وحللت باستخدام نماذج تصحيح الخطأ. خلصت هذه الدراسة الي العديد من النتائج من أهمها تقوم الجمارك بدور فعال تجاهـ المواطن يتمثل في أثارها وإسهاماتها في مجالات الحياة المختلفة (اجتماعية، اقتصادية، سياسية)، هنالك متغيرات أخرى تؤثر علي الناتج القومي بخلاف الجمارك، للجمارك اثر إيجابي علي الناتج القومي في المدى القصير وينعكس هذا الأثر في المدى الطويل لتصبح الجمارك ذات اثر سلبي في المدى الطويل، واخيراً هنالك علاقة سببية ثنائية الاتجاهـ بين متغيرات النموذج. وتوصي هذه الدراسة بالعديد من التوصيات من أهمها دعم الجمارك من قبل الدولة حتى يتسنى لها القيام بالمهام الملقاة علي عاتقها، مراجعة سياسات الدولة بشأن التخطيط للجمارك حتى لا تصبح ذات اثر سلبي علي الاقتصاد في المدى الطويل، مراجعة السياسات الخاصة بالاستثمار ومعالجة مشكلة البطالة. الكلمات المفتاحية:- الجمارك السودانية، نموذج تصحيح الخطأ، نموذج السببية، التكامل المشترك، الناتج القومي الإجمالي Abstract Sudanese customs continued since originated her big and important roles in the economy as they represent an important source of revenue by this, in addition to its role in protecting the national economy of smuggling Implementation of protectionist policies of the state investments to care for infant industries, as well as its role in the implementation of the laws of other such as the law on Drugs and the Law of Pharmacy toxins and other laws. We have in this study reflect part of the contribution of customs in various walks of life such as their impact on aspects of economic, social and political life and others,, and we focused on the role of customs revenue, in order to achieve the objectives of this study, this study assumed the existence of a statistically significant relationship between the customs and growth of national economic output, and a causal relationship between the customs and economic growth, and the impact the customs on the economy in the short term differs from the impact in the long term. In order to validate the hypothesis that came in the study, the researcher used annual data from the Central Bureau of Statistics and analyzed by using error correction models. The study concluded that many of the results, the most important of which is the customs effective role toward the citizen is in their effects and contributions in different areas of life (social, economic, political), there are other variables that affect the national product than customs, customs positive impact on GDP in the short term this is reflected the impact in the long term to become customs with a negative impact in the long term, there is a causal relationship between variables bidirectional model. This study recommends a number of the recommendations of the most important customs support by the state so that it can carry out the tasks assigned to it, a review of state policies on the planning of Customs so as not to become a negative impact on the economy in the long term, a review of policies on investment and address the problem of unemployment.
