The Civil Service In Modern States : Practices And Innovations

Abstract

It is a well known fast that the civil service in modern states is the backbone of any political system, and the functionaries of the state are supposed to transform laws and polices made by elected officials into tangible results. In order to insure continuity and objectivity in the implementation of state policies, the civil servants are recruited on the basis of (merit) system and competitive examination which intended to be practical in character and related to the duties would be performed.
