There is a strong and close relationship between the logistic function and the territorial component, this relationship is based on the complementarity of use and usefulness of each other. The anchorage of the logistic function in all its aspects and forms, in the territory remains the source of positive externalities that are issuers of opportunities and negative externalities that are sources of stress. In a sense, the geographical aspects (contrast, features, reliefs,...) physical (infrastructure, equipment, location, size, attractiveness,...) and demographic (distribution, structure, density, social systems,...) of reconfigure a given area in one way or another transport streams (type of goods transported, mode of transport, fluid flow, origin and destination routes,...). In another, density and dynamism of these flows of goods have a significant impact on the spatial reconfiguration of territories in the process of discontinuous linear enhancement according to the phases and circumstances. Adaptation of logistic operating modes to anthropogenic territorial reconfigurations (particularly the coastal areas) and their components leads us to wonder about the prospects that stimulate and propel development endogenously extroverted infrastructure transport in an objective-based economic profit maximization and optimization utilities for sustainable use. Our research aims analytical scientific approach with a qualitative focus off the potential spread remains strong in a hypothetical target (eg Chandler). Our approach will start from general to specific (regional, national and local). It results from an investigative effort which aims to study in a comprehensive approach, the relationship of influence and causality between the logistic function in its plurality and its multiple modalities and space coastal open space on the regional and global (logistic endogenous and exogenous). The coastal area of Bejaia strongly with transport infrastructure: - Regional port, - Railway, - Roads and motorways, - International Airport. While this strong endowment allows our study area to shine on neighboring regions, but poor management and lack of functional complementarity and interconnection between these operational modes is highly detrimental to flow smoothly and creates a loss efficiency and time and a loss at all levels (local authorities, businesses and citizens). In this cycle, there is a strong interest to reflect on solutions that create a positive synergy and symbiosis between the transport infrastructure as a tool for development and enhancement of our study area and the operational modes of the logistic function.
