الملخص
ملخص: لم يعد انتشار الاشاعة في الفضاء الرقمي الجزائري مجرد انحراف تواصلي وليس أيضا تعبيرا عن خلل أخلاقي في سلوك الافراد والجماعات ،بل اصبح ظاهرة تكشف تحولات اعمق في بنية المجال العام وآليات انتاج الحقيقة والرأي والشرعية وحتى بناء الاتجاهات فيه ان التعامل مع الاشاعة بوصفها تهديدا مباشرا للأمن الاجتماعي –على أهمية هذا البعد-، قد يحجب عنا بعدها البنيوي ويلبسها لباس السحر-على حد تعبير فيبر -، حيث أن الاشاعة لا تعد عامل اضطراب فقط -كما يراها البعض ويتخوف منها- بل هي مؤشر عن عملية اجتماعية مركبة يتم من خلالها إعادة تشكيل أنماط الضبط الاجتماعي في سياق رقمي لا مركزي وعليه سوف تتمحور فكرة مداخلتي حول المساءلة التالية : هل تمثل الاشاعة الالكترونية مؤشرا على تفكك في عملية الضبط الاجتماعي التقليدية ،ام مظهر من مظاهر إعادة تشكيل هذا الضبط لكن في اطار شبكي حديثومنفلت عن الرقابة والضبط المؤسسي والاجتماعي التقليدي ؟ الكلمات المفتاحية : الاشاعة الالكترونية ، الضبط الاجتماعي، المجال الرقمي ، الهشاشة المعلوماتية Abstract: The spread of rumors in the Algerian digital space is no longer merely a communication lapse, nor is it simply an expression of moral failings in the behavior of individuals and groups. Rather, it has become a phenomenon revealing deeper transformations in the structure of the public sphere and the mechanisms for producing truth, opinion, legitimacy, and even shaping trends within it. Dealing with rumors as a direct threat to social security—important as this dimension is—may obscure their structural dimension and cloak them in a mystical aura, to borrow Weber's phrase. Rumors are not merely a disruptive factor, as some perceive and fear, but rather an indicator of a complex social process through which patterns of social control are being reshaped within a decentralized digital context. Therefore, my presentation will focus on the following question: Does electronic rumor represent an indicator of a breakdown in traditional social control, or a manifestation of the reshaping of this control within a modern, networked framework, free from traditional institutional and social oversight?
