Abstract
Abstract: This article highlights the importance of examining the factors for the success of general mobilization in Algeria under Law No. 25-05, as a newly established legal framework aimed at enhancing the state’s readiness to address various types of crises. This law seeks to fill the gap revealed by constitutional provisions by providing a precise regulation of mechanisms for mobilizing human and material resources and coordinating efforts across different sectors. The article focuses on analyzing a set of key factors for the success of general mobilization, foremost among them the effectiveness of the legal framework and the clarity of responsibilities among the concerned institutions. It also addresses the importance of strong institutional coordination and ensuring the readiness of the necessary resources and means to address emergencies. Furthermore, it emphasizes the role of public awareness and citizen engagement as a central component in the mobilization system.
