The Formation Of Elected Councils And Its Impact On The Effectiveness Of Local Governance

Abstract
Our study aims to investigate the legal mechanisms adopted in determining the formation of municipal and provincial councils in Algerian legislation, especially the Municipal People's Council as the basic territorial community and the cornerstone of decentralized administrative organization. The Algerian legislator has specified certain conditions based on which the formation of elected councils is determined. Our study focuses on understanding the considerations adopted in determining the formation of elected councils and the implications of this on the performance of their administrative and developmental tasks.
