الملخص
تتناول هذه الدراسة التحولات المعاصرة في مقاربات تحليل العملية السياسية، وما رافقها من انتقال تدريجي نحو إدماج البعد الإنساني في تفسير الظواهر السياسية، لاسيما في ظل تبنّي البنك الدولي وعدد من المؤسسات الدولية لهذا التوجه، واعتباره في سياقات متعددة عنصراً تفسيرياً محورياً في تحليل عديد القضايا السياسية حيث أسهم هذا التحول في إعادة الاعتبار لمفهوم الرأسمال الاجتماعي بوصفه مورداً تحليلياً مركزياً لفهم البنى التفاعلية والديناميات الكامنة في الفعل السياسي المعاصر. وفي هذا الإطار، برز وعيٍ متنامٍ لدى النخب السياسية الجزائرية بأهمية هذا المورد داخل ديناميات الفعل السياسي، باعتباره أحد المحددات البنيوية في تشكّل الرأسمال الاجتماعي، ومدخلاً تفسيرياً بالغ الأهمية لفهم أنماط تفاعل هذه النخب، وقدرتها على بناء شبكات الثقة وتوجيه مسارات صنع القرار، بما يسهم في إنتاج الشرعية السياسية وإعادة تشكيل السلوك السياسي داخل المجال العام نحو تعزيز التفاعل الاجتماعي غير الرسمي وتقوية الروابط الشبكية. وتخلص الدراسة إلى نتيجة مركزية مفادها أن الرأسمال الاجتماعي لا يعمل كمتغير سياقي خارجي فحسب، بل يُعاد إنتاجه وتفعيله بصورة بنيوية من قبل النخب السياسية الجزائرية، بما يجعل هذه النخب فاعلاً محورياً في تشكيل بنيته واستدامته، وفي إعادة توجيه آليات اشتغاله داخل المجال السياسي، الأمر الذي يفسر قدرتها على التأثير في صناعة القرار وتثبيت الشرعية السياسية. This study examines contemporary shifts in approaches to analyzing the political process, particularly the gradual incorporation of the human dimension into the interpretation of political phenomena. This development has been reinforced by its adoption by the World Bank and several international institutions, which increasingly regard it as a key explanatory framework for understanding political dynamics. As a result, the concept of social capital has regained prominence as a central analytical resource for interpreting the relational structures and interactional dynamics of contemporary political action. Within this framework, a growing awareness has emerged among Algerian political elites regarding the significance of social capital in shaping political practices. It is increasingly viewed as a structural determinant in the formation and reproduction of social capital, as well as an essential lens for understanding elite interaction patterns, their capacity to build trust-based networks, and their influence on decision-making processes. These processes contribute to the production of political legitimacy and the reconfiguration of political behavior within the public sphere through the strengthening of informal relations and network ties. The study’s central finding is that social capital is not merely an external contextual factor, but a resource that is actively reproduced and strategically mobilized by Algerian political elites. This positions them as key actors in shaping and sustaining the structure of social capital, as well as in redirecting its mechanisms within the political sphere, thereby enhancing their capacity to influence decision-making and consolidate political legitimacy.
