مسارات و سياسات في إدارة الهجرة الافريقية : دراسة تحليلية Paths And Policies In African Migration Management: An Analytical Study

الملخص
تعالج الدراسة قضية الهجرة كنموذج للقضايا البنيوية التي سايرت مختلف المجتمعات الافريقية ، و التي شكلت أحد أهم التحديات و الرهانات على المستوى الوطني أو على مستوى القارة الافريقية ، حيث تقوم الدراسة بتحليل و ابراز مختلف السياسات و المسارات التي تبناها الاتحاد الافريقي أو الوحدة الأفريقية سابقا لإدارة الهجرة في سبيل السعي الى تعزيز الاستقرار و التمكين لحقوق الانسان و دعم مسارات التنمية في القارة الافريقية ، من خلال التركيز على معالجة ظاهرة النزوح القسري و حماية اللاجئين باعتماد المنظور الأمني الإنساني الى اعتماد مقاربة شاملة قائمة على الحوكمة . The study addresses the issue of migration as a model of the structural issues that have accompanied various African societies, and which constituted one of the most important challenges and stakes at the national level or at the level of the African continent. The study analyzes and highlights the various policies and paths adopted by the African Union or the African Unity previously to manage migration in order to seek to promote stability, empower human rights and support development paths in the African continent, by focusing on addressing the phenomenon of forced displacement and protecting refugees by adopting the humanitarian security perspective to adopt a comprehensive approach based on governance.
