Through the public rental housing scheme, the Algerian State seeks to provide decent housing for disadvantaged groups, within the broader framework of giving practical effect to the State’s social character and promoting social equality. However, the housing complexes established under this scheme, rather than serving as a form of support enabling vulnerable groups to begin a dignified life and as a mechanism for eliminating marginalized neighborhoods, have become a source of persistent hardship in the daily lives of their residents, given the widespread prevalence of various forms of crime within them, particularly among young people. Accordingly, this study aims to identify the reasons that have led these complexes to become crime hotspots, while proposing certain measures that may contribute to reducing criminality within them.
