Abstract
الملخص : تتناول هذه الدراسة التعاون الأمني كأداة أساسية لمكافحة الجرائم المعلوماتية في سياق التحول الرقمي بالجزائر. وفي ظل عولمة التهديدات وعدم فاعلية قواعد الاختصاص الإقليمي الكلاسيكية، يبحث المقال في تطور الأطر القانونية من اتفاقية بودابست وصولاً إلى اتفاقية الأمم المتحدة الشاملة لعام 2024. يركز التحليل على البناء المؤسساتي الجزائري، المتمثل في الوكالة الوطنية للأمن والهيئة الوطنية للوقاية من الجرائم المتصلة بتكنولوجيات الإعلام والاتصال ومكافحته النظم المعلوماتية، مع تسليط الضوء على تحديات الدليل الإلكتروني والسيادة الرقمية. أثبت البحث أن فعالية الردع تعتمد على لتآزر بين المساعدة القضائية الدولية، التناغم التشريعي، وحماية البيانات ذات الطابع الشخصي.تخلص الدراسة إلى توصيات استراتيجية تهدف إلى تعزيز المرونة الوطنية واندماج الجزائر في شبكات الأمن العالمية في أفق 2026 . Abstract : This study analyzes security cooperation as a fundamental instrument in the fight against cybercrime within the context of Algeria's digital transformation. Facing deterritorialized threats and the obsolescence of traditional territorial jurisdiction rules, the article examines the evolution of legal frameworks, from the Budapest Convention to the new 2024 United Nations universal treaty. The analysis focuses on the Algerian institutional architecture, centered around ANSSI and ONPLITIC, while highlighting challenges related to electronic evidence and digital sovereignty. The research demonstrates that law enforcement effectiveness now relies on synergy between international judicial assistance, legislative harmonization, and rigorous personal data protection. The article concludes with strategic recommendations aimed at strengthening national resilience and Algeria's integration into global security networks by 2026.
