الملخص

الملخص: تُعتبر حقوق الإنسان المدنية والسياسية مفهوما محوري الكل المفاهيم التي أفرزتها العولمة من قبيل الديمقراطية المشاركتية والحكم الراشد والتنمية الإنسانية والأمن الإنساني، فهي من الحقوق الأساسية التي أقرتها معظم الدساتير في العالم لارتباطها الوثيق بشخص الإنسان وبحياته الخاصة، كما أنها تتصل بما يتوافر للناس من فرص لتقرير من ينبغي أن يحكم،في إطار التمتع بحرية التعبير والقدرة على مراقبة السلطات ونقدها. وتأتي هذه الدراسة ضمن هذا السياق، لتركز على النهج القائم على التمكين من الحقوق المدنية والسياسية و دوره في بناء وتنمية القدرات الإنسانية، وتمكين مختلف فئات المجتمع بمن فيه من الفقراء والأقليات وغيرهم،من الوصول إلى الحاجات الأساسية التي تشكل ضرورة لحياة الناس؛ وهذا من شأنه،تغييب الكثير من حالات التسلط والقهر والعنف والإقصاء، بما يحقق في النهاية، التحرر من الخوف والتحرر من الحاجة، و يقود إلى تجسيد أمن الإنسان. Abstract: Civil and political human rights are a central concept of all concepts of globalization, such as participatory democracy, good governance, human development and human security. They are fundamental rights recognized by most constitutions in the world because they are closely related to the human person and his private life. Should be governed by the enjoyment of freedom of expression and the ability to control and criticize the authorities. In this context, the study focuses on an approach based on the empowerment of civil and political rights and its role in building and developing human capacities and empowering the various groups of society, including the poor, minorities and others, to reach basic needs that are essential to people's lives; Many of the cases of domination, oppression, violence and exclusion, in the end, free from fear and freedom from need, and lead to the embodiment of human security.
