السياسات الاجتماعية في الجزائر: المفهوم من الممارسة الى التجريد

الملخص
تهدف السياسة الاجتماعية إلى رفع المستوى المعيشي للأفراد والعمل على أمنهم ورفاهيتهم، فهي خطة تنموية وجزء من السياسات التنموية الشاملة للبلاد، بحيث أنها تتضمن برامج لكون السياسة التي لا تدعمها برامج تؤول إلى الزوال ولا تعمِّر طويلا، كما أن برامج العمل التي لا تنطلق من سياسة رسمية تكون عملا عشوائيا يسير خطوات قليلة ولكنه لا ينتهي إلى نتائج ذات قيمة. لذا فإن السياسة الاجتماعية الرشيدة تنبثق من أيديولوجية المجتمع ودراسة الواقع المعيشي ويتم ذلك عبر تخطيط مدروس يبدأ بصياغة الأهداف العامة للسياسة الاجتماعية يتسنى ترجمتها إلى برامج عمل وخطط يتوقع تنفيذها، والتي يكون محورها الرئيسي الإنسان ذلك الكائن الحي بكل معاناته وطموحاته وغاياته وتاريخانيته. : Abstract Social policy aims to raise the standard of living of individuals and work on their security and well-being, as it is a development plan and part of the comprehensive development policies of the country, so that it includes programs because the policy that is not supported by programs that disappear and do not last long, and work programs that do not start from an official policy are random work that takes a few steps but does not end up with valuable results. Therefore, rational social policy steams from the ideology of society and the study of the living reality, and this is done through rational planning that begins with the formulation of the general objectives of social policy that can be translated into action programs and plans expected to be implemented, the main focus of which is the human being, that living being with all his suffering, ambitions, goals and histority. : Résumé La politique sociale vise à élever le niveau de vie des individus et à travailler sur leur sécurité et leur bien-être, car il s’agit d’un plan de développement et fait partie des politiques de développement globales du pays, de sorte qu’elle inclut des programmes car la politique qui n’est pas soutenue par des programmes qui disparaissent et ne durent pas longtemps, et des programmes de travail qui ne partent pas d’une politique officielle sont un travail aléatoire qui prend quelques étapes mais ne se termine pas par des résultats positifs. Par conséquent, la politique sociale rationnelle émerge de l’idéologie de la société et de l’étude de la réalité sociale, et cela se fait à travers une planification bien réfléchie qui commence par la formulation des objectifs généraux de la politique sociale qui peuvent être traduits en programmes d’action et en plans qui devraient être mis en œuvre, dont l’objectif principal est l’être humain, qui entame avec toutes ses souffrances, ses ambitions, ses objectifs et son historicité.
