Abstract: This study attempts to understand the concept of regulatory authorities, their characteristics, and the circumstances that contributed to their establishment and the framing of their functions, both internationally and within the Arab world. It also summarizes the most important elements that help classify them and ensure their effectiveness as independent regulatory bodies. The study examines the requirements and powers of these bodies through two Arab regulatory authorities: the Independent High Authority for Audiovisual Communication in Tunisia and the Audiovisual Regulatory Authority in Algeria. The study concludes that the Tunisian experience meets international standards, although to relative degrees depending on the adopted criteria, while the Algerian authority still needs to develop its legal texts to align with the provisions of international conventions.
