Foreign Exchange Control As A Tool For Securing Commercial Transactions

Authors : Hadjar Layali .

Abstract

This article analyzes the mutation of foreign exchange control in Algeria within the framework of Law No.23-09 relating to money and banking. From a purely restrictive mechanism, this system has become a strategic instrument for securing international commercial transactions. Through a juridico-economic approach, the study demonstrates how reinforced banking domiciliation and flow traceability guarantee contractual legality and global monetary stability. The analysis highlights the permanent challenge of balancing the imperative protection of exchange reserves with the requirement for legal certainty for economic operators. Finally, the article explores the prospects offered by financial digitalization, specifically through the Algerian Digital Dinar project as a tool for modernization, and transparency in international trade.
