This study examines the nature of the functional integration between the institutions of ḥisbah and the judiciary within the Islamic system by elucidating their complementary roles in safeguarding public order, protecting rights, and promoting societal security. The institution of ḥisbah performs a preventive function grounded in oversight, reform, and the prevention of deviant conduct and its underlying causes. The judiciary, by contrast, assumes a remedial role through adjudicating disputes and administering justice in accordance with the principles of Islamic law. This integration reflects the maqāṣid-oriented dimension of both institutions in harmonizing moral refinement with legal enforcement, thereby enhancing societal security and mitigating the causes of disorder and instability.
