الملخص
تهدف هذه الورقة البحثية إلى دراسة ظاهرة الإرهاب الإلكتروني بوصفها جريمة مستحدثة نتجت عن التطور المتسارع في تكنولوجيا المعلومات والاتصالات، وتحليل آليات التعاون الدولي لمكافحتها، مع التركيز على نظام تسليم المجرمين بوصفه أداة محورية في هذا الإطار. وتبرز أهمية البحث من خطورة هذه الجريمة وقدرتها على تدمير البنى المعلوماتية الحيوية للدول. اعتمد البحث المنهج التحليلي المقارن في دراسة النصوص القانونية والاتفاقيات الدولية ذات الصلة. وقد خلص البحث إلى أن تسليم المجرمين يمثل ركيزة أساسية لتحقيق العدالة الجنائية الدولية، إذ يحول دون استغلال المجرمين للفجوات القانونية بين الدول للإفلات من العقاب، كما أن التعاون الدولي المحكم في هذا المجال يضمن ملاحقة مرتكبي جرائم الإرهاب الإلكتروني ومعاقبتهم في الدول المتضررة This research paper aims to examine the phenomenon of cyber terrorism as a novel crime that has emerged from the rapid advancement of information and communication technologies, while analyzing the mechanisms of international cooperation established to combat it, with particular emphasis on extradition as a pivotal instrument within this framework. The significance of this study is underscored by the grave threat posed by such crimes and their demonstrated capacity to devastate the critical information infrastructures of nation-states. The research employs a comparative analytical methodology in examining relevant legal texts and international conventions. The study concludes that extradition constitutes a fundamental pillar in the realization of international criminal justice, insofar as it prevents perpetrators from exploiting jurisdictional lacunae between states as a means of evading accountability. Furthermore, robust international cooperation in this domain ensures the effective prosecution and punishment of cyber terrorism offenders in the injured states
