The 1992 Rio Declaration adopted the idea of a procedural link between human rights and environmental protection, stating that environmental issues could only be best addressed with the participation of citizens, giving everyone the right to access information relevant to the environment, and that states should ensure this right. The right to information is of great importance in the environmental field, as it enables citizens to inform themselves and others about the content of projects that may have negative effects on their lives and rights. The right to access environmental information is an autonomous right and an essential tool for the exercise of other rights such as the right to life, the right to the highest attainable standard of health and other rights
